(i) Panchayat often settles the small disputes of lands between locals and Patwari maintains the land records and land settle disputes.

(ii) Panchayat levied local taxes and revenue while Patwari organises the collected revenues.

(iii) Both Patwari and Panchayat need to cooperate with each other on the construction works over land area.

Answer

Superintendent of police (SP) is in charge of all the police stations in a district while the local police station is headed by Station House Officer (SHO).

 

8. How do women benefit under the new law?

Answer

Benefits to women under new law:

(i) Earlier they were not entitled to their ancestor’s property but now they are.

(ii) It make the women more independent and economically secure.

(iii) This also empower the women and they can leave peacefully within the society.

(iv) They can also start their own work after acquiring their shares in the property.

(v) They will be not excused over the beneficial and economical decisions.

Answer

Yes, in my neighbourhood many women own their property. Some acquire it from their ancestors or forefathers while some bought their property from their own income source.

Answer : The elected members of the Municipal Corporation are called Municipal Councillor. They are elected for a fix tenure of the five years, but can be removed.

 

Question 4.What did Gangabai do and why?

Answer:

Garbage was laying all over here and there in neighbourhood of Gangabai. People were getting suffocation of the foul smell. Gangabai decided to go to Ward Councillor with her neighbour so that this problem can be solved. She described this situation to him and he promised to solve this problem immediately.

Gangabai also threatened to Commissioner that if the problem was not solved within two days a number of women from her locality would protest against the corporation in front of Commissioner’s office.

 

Question 5.How does the Municipal Corporation earn the money to do its work?

Answer:

The Municipal Corporation earns the money to do its work in following ways:

(i)Property tax on house, land etc.

(ii) Tax on trade and business

(iii) Fees on water facilities.

(iv) Fees on electricity facilities.

(v) Income and rent earned from the institutions, property like the buildings, markets etc.

(vi) Grants from the state government.

(vii) Income from various kinds of fine on pets or stray animals.

 

Question 6. Discuss In the two photographs you see different ways of collecting and disposing garbage.

i) Which way do you think provides safety to the person disposing garbage?

ii) What are the dangers of collecting garbage in the manner shown in the first photograph?

iii) Why do you think that proper ways of disposing garbage are not available to those who work in municipalities?

Answer :

(i)As shown in photo 2.

(ii)The animals oaring around garbage dump may cause injury, herm or hurt to the personally.

There is always a fear of being get seriously ill or fall in the grip of serious diseases.

(iii) Municipalities have less facilities and transport available to dispose garbage as compared to the corporations.

 

Question 7.Several poor people in the city work as domestic servants as well as work for the Corporation, keeping the city clean. Yet the slums in which they live are filthy. This is because these slums seldom have any water and sanitation facilities.

The reason often given by the Municipal Corporation is that the land in which the poor have set up their homes does not belong to them and that slum-dwellers do not pay taxes. However people living in middle class neighbourhoods pay very little in taxes compared to the amount of money the corporation spends on them in setting up parks, street lighting facilities, regular garbage collection etc. Also as you read in this chapter, the property taxes collected by the Municipality makes up only 25-30percent of its money. Why do you think it is important that the Corporation should spend more money on slum localities? Why is it important that the Municipal Corporation provide the poor in the city with the same facilities that the rich get?

Answer

Five non-farm work of people in Kalpattu village:

(i) Making baskets, utensils,  pots,  bricks, bullock-carts etc.

(ii) Blacksmiths

(iii) Nursing

(iv) Teaching

(v) Shop-keeping

(vi) Trading

 

2. List the different types of people you read about in Kalpattu who depend on farming. Who is the poorest among them and why?

Answer

Different types of people who depend on farming are:

(i) Big landowner

(ii) Small landowners or Farmers

(iii) Landless farmers or Labourers

Landless farmers or labourers are the poorest among them because they have seasonal earning. They always have to look for work at other places after harvesting period is over and also paid very less. They do not have fix income and sometimes they went without work. Hence, in the chapter Thulasi is the poorest.

 

3. Imagine you are a member of a fishing family and you are discussing whether to take a loan from the bank for an engine. What would you say?

Answer

If i were a member of a fishing family then i must have taken loan from the bank for an engine to improve and to invest in the growth of the business. The engine is very costly and bank is a trusted institution from where we can borrow money. They have fixed terms and rates. They will not ask for shares in our profit and are reliable. Moreover, buying an engine will increase the income.

 

4. Poor rural labourers like Thulasi often do not have access to good medical facilities, good schools, and other resources. You have read about inequality in the first unit of this text. The difference between her and Ramalingam is one of inequality. Do you think this is a fair situation? What do you think can be done? Discuss in class.

 

Answer

The situation is not fair in aspects of constitution of India. The constitution grants every person to be equal in terms of the provision of the facility. However, to be access to good medical facilities, good schools, and other resources there are many factors which can be responsible. A person might have worked very hard and earned money to provide himself good facilities rather than the others. But, it is also the duty of the government to ensure atleast the good basic facilities to every citizen of the country irrespective of their income. The government can provide them loan for work, farming land, low cost fertilisers and seeds, setting up hospitals etc. to help them.

 

5. What do you think the government can do to help farmers like Sekar when they get into debt? Discuss.

Answer

The government can do following things to help farmers like Sekar when they get into debt:

(i) Provision of easy farming loans from the banks at low rate of interest.

(ii) Insurance of their cultivation.

(iii) Provision of subsidised fertilizers, pesticides and HYV seeds.

(iv) Farming schools and help should be provided at no cost.

 

6. Compare the situation of Sekar and Ramalingam by filling out the following table:

1. Read and discuss the following description of the living conditions of workers who come to the labour chowk.

Most workers that we find at the labour chowk cannot afford permanent accommodation and so sleep on pavements near the chowk, or they pay Rs 6 a night for a bed at a nearby night shelter run by the Municipal Corporation. To compensate for the lack of security, local tea and cigarette shops function as banks, moneylenders and safety lockers, all rolled into one. Most workers leave their tools at these shops for the night for safekeeping, and pass on any extra money to them. The shopkeepers keep the money safely and also offer loans to labourers in need.

Living condition of workers who came to the labour chowk:

(i) Workers are living in the harsh condition and suffering from lack of basic facilities and security. 

(ii) The workers at labour chowk find out regular jobs but do not have permanent jobs. 

(iii) They do not have permanent shelter so sleep on pavements or in paid shelter of Municipal corporation.

(iv) The protection of their money and tools are provided by the local tea and cigarettes shops in an unorganised manner.
